NARI is the lead research organisation, conducting and fostering applied, adaptive and development oriented research in the agriculture and rural development sectors in Papua New Guinea.  Besides, NARI is responsible for providing analytical, diagnostic and advisory services to the agriculture sector.  With its headquarters at Bubia, Ten mile outside Lae, NARI’s regional research  co-ordination centres are located at Aiyura in Eastern Highlands Province, Tambul in Western Highlands Province, Laloki in Central Province, Bubia in Morobe Province, and Keravat in East New Britain Province.  NARI’s livestock research centre is located at Labu in Morobe Province whle its Chemistry Laboratory is at Kilakila in Port Moresby.

As per recently realigned organisational structure to make it impact effective, NARI is seeking creative, self-motivated and innovative minded candidates for senior positions of Program Directors to provide an intellectual leadership to three programmes. These positions are available for immediate recruitment and suitably qualified and experienced persons are invited to apply. The positions are open for both PNG and Non-PNG Citizens.

The successful candidates will be responsible for ensuring the delivery of strategic objectives of the respective programmes through effective planning, prioritisation and programming of R&D issues and projects; co-ordination, monitoring, evaluation and impact assessment of programme activities; reporting on research, information and scientific achievements; and organising partnership/collaboration and resources.

The candidates will have proven record of achievements in agricultural research for development, and scientific leadership with quality publications and demonstrated ability to work collegially and collaboratively in diverse, multicultural, and multi-institutional research environments, including international exposure. Familiarity with complex aspects of agriculture in PNG will be necessary. The incumbents will help facilitate motivating and mentoring the programme staff and building necessary capacity in carrying out the activities of programmes efficiently and effectively. 

1. Program Director - Information Management and Knowledge Sharing

The programme on ‘Information Management and Knowledge Sharing’ involves accessing, acquiring, creating, processing, organising, packaging and disseminating of information within and outside of the Institute. The key three sub-programmes are internal information management, information and knowledge sharing, and capacity building through training and other means within and outside of the Institute. 

The Program Director will be responsible for developing and implementing proactive, responsive, efficient and client-centred information management and knowledge sharing and training activities. The incumbent will facilitate researching, writing, editing of materials for quarterly newsletter and reports for internal publication.  He/she will lead and facilitate the editing of technical/ scientific reports/publications; developing pamphlets, posters and presentations and communications through various media for agricultural development. An additional role of this position is to help develop the Institute-wide human resources through planning, co-ordinating and implementing various training activities.

Applicants should hold a post graduate degree, preferably Ph.D., in information and communication, agriculture or related disciplines with at least 10 years of experience working at senior level in research/ management/ development jobs.

2. Program Director - Influencing Enabling Environment

The ‘Influencing Enabling Environment Programme’ entails six sub-programmes: research planning and programme development, socio-economics, market and market systems, policy planning and strategic research, planning, monitoring and impact assessment, and capacity building.

The Program Director will lead, oversee and coordinate the research and development efforts in major areas of constraints and opportunities analysis, programme prioritisation and planning, technology and policy assessment, market and marketing systems studies including demand and supply analysis, socio-economic and socio-cultural issues, policy research and policy formulation, optimisation of resource use, innovation systems, designing and implementing M&E and impact assessment studies.

Applicants should hold a post graduate degree, preferably Ph.D., in agriculture or related disciplines, agricultural economics or economics with at least 10 years of experience in research, policy and development at project/ programme/ organisational level.  

3. Program Director - Crop and Livestock Improvement

The ‘Crop and Livestock Improvement Programme’  is the core of NARI’s mandate as it is vested with identifying, generating, adapting, and validating improved technologies and packages in crop and livestock production and marketing. This programme comprises of seven sub-programs: staple and emerging crops, rice and grains, vegetables, fruits and nuts, livestock, technical support services, and capacity building.  

The Program Director will provide scientific and strategic leadership to the Programme in conducting research into high priority and high impact areas of crop and livestock, covering issues of productivity, input use efficiency, soil fertility and health, climate change,  genetic improvement, and development of innovations that will have direct relevance to progress of smallholder farmers and rural communities in PNG.

Applicants must hold a post graduate degree, preferably Ph.D., in agriculture or related disciplines with at least 10 years of research, policy and development experience at project / programme / organisational level.  

General: These positions are based at NARI Headquarters, Lae. However, incumbents will be needed to work for equivalent roles and responsibilities in the Institute and as such they will be required to be stationed at any of NARI’s field locations and elsewhere in PNG. The appointments will initially be for three years on a standard NARI contract, with possibility of further periods of employment subject to performance. The Program Directors will report to Deputy Director General / Director General.

These positions are in grades ranging from grade 16 to 18, while applicable grade within the given range and salary level will depend on qualification and experience of the candidate.  Salaries and benefits will include base salary, special domestic market allowance/ special international market allowance, gratuity, superannuation, leave fare, medical insurance, amenities allowance and housing or housing allowance.
