Position Vacancies - Senior Management

The National Agricultural Research Institute (NARI) is the lead research organization, conducting and fostering applied and development oriented research in the Agriculture and Rural Development sectors in Papua New Guinea.  Besides, NARI is responsible for providing analytical, diagnostic and advisory services to the Agriculture sector.  Such services include chemical analysis, insect advisory services and biotechnology services.

Applications are invited from suitably qualified and experienced PNG Citizens and non-PNG Citizens for the following positions based at NARI Head Office, Bubia, Lae.

  1. Deputy Director- General  (Grade 19-20)

This position is an Executive Management position and the Deputy Director-General assists the Director General in carrying out the responsibilities for the development and management of the Institute.

The appointee will lead a team of senior scientific, technical and managerial staff in planning, developing and managing the research, information and technical programs, human resource, finance, statutory and corporate functions, and public relations.

He/she will be proactive in developing and managing a creative environment for applied research, knowledge creation, effective information exchange and transfer, and innovative agricultural development.

Applicants will hold a postgraduate degree, preferably a PhD in Agriculture, Agriculture business or related discipline.  He/she should have a minimum of 15 years of research experience, with at least 5 years in a senior managerial and leadership role.  Applicants should have a proven record in Agricultural research, research management, scientific leadership, policy development and strategic planning, as evidenced by research publications, technical papers and planning or design documents.  An appreciation of smallholder semi-subsistence/commercial farming systems in PNG and a sound understanding of agricultural development issues in the country are essential.

Desirable qualities and attributes include a well-developed ability to handle complexity and determine priorities; successful experience in mobilizing funds through budgetary support and donor projects; and experience in prudent and efficient management of funds.

Basic understanding of government budgeting and financial management processes is an advantage.  Applicants should demonstrate a proven record of integrity, accountability and transparency in the management of public finance, resources and statutory functions.

  1. Programme Director- Enabling Environment  (Grade 16-17)

The enabling environment encompasses six sub programs in research planning and program development, socio-economics, market and marketing systems, policy planning and strategic research, monitoring and impact assessments, and capacity development.

The Programme Director will lead, oversee and coordinate the research and development efforts in major areas of constraints and opportunity analysis, program prioritization and planning, technology and policy assessment, market and marketing systems studies including supply and demand analysis, socio-economic and socio-cultural issues, policy research and policy formulation, optimization of resource use, innovation systems, designing and implementing M&E and impact assessment studies.

Applicants must hold a post graduate degree, preferably PhD in agriculture or related disciplines with at least 10 years of research, policy and development at project, program or organizational levels.

  1. Programme Director- Institutional Management & Development  (Grade 16-17)

The Institutional Management and Development Program entails seven sub-programs in result-oriented human talent development and management, sustainable financing, appropriate infrastructure and facilities management, effective partnerships and collaboration, results-oriented planning, policy development and organizational management.

The Program me Director will provide technical, managerial and strategic leadership to a team of divisional managers in the program in planning, developing and managing the human resource, finance, statutory and corporate functions and compliance.  He/she will be proactive in ensuring a congenial institutional and working environment for effective agricultural research for development service delivery

Applicants will hold a postgraduate degree, preferably a Masters Degree or PhD in Business Administration, Agriculture business or related discipline.  He/she should have a minimum of 15 years of management experience in a multi-cultural and multi- national organization with at least 7 years in a senior managerial and leadership role. 

Candidates should also have a proven record in change management, human resource, finance, systems management, managing assets and physical facilities and a sound understanding of agricultural development issues in the country is essential.

Appointments for the above positions will initially be for three years on a standard NARI contract, with possibility of further periods of employment subject to performance. 

Salary levels within the given range will depend on qualifications and experience of the candidates. Salaries and benefits will include base salary, special domestic / international market allowance, gratuity, superannuation, leave fare, medical and life insurance, and amenities allowance.
